Widely reported in the past, but looks more certain now. Good news IMO.

I use Tesco mobile, which costs me 36p outgoing in most of europe
(though not _all_ the EU) but the same incoming, which is steep.
I'm not worried. The mobile phone business is notoriously crooked, both
in the UK and the rest of the EU. They purposely trot out complex series
of "plans" with the aim of confusing consumers whenever possible. It's
all a bit sleazy.
The reason roaming is so high is because the companies can get away with
it- the only reason that vodafone et al have introduced various plans is
because of the threat of this action. I'm less worried about price rises
at home. People can react against that easier I think.

How do you think mobile companies will make the costs back? Cutting 12 month
contracts?

Lower roaming charges might just encourage more people to use their
phones more often. Would we have current mobile usage levels if pricing
had stayed the same for the last 15 years?

I think its very good, I go to Europe about 2 weeks a year, ive been long
since fed up with roaming costs, these caps are affordable for me now and
will use my mobile just like at home (or almost) however im fed up that
texts data and other messaging was not covered because these will probably
go up.
Im concerned what might happen to my call costs in UK though

I'd use my phone more often, I'm sure others would too.

I don't care, personally. I use PAYG, and frankly, I don't need to use
the phone much. When I got a phone in the 90s I thought I couldn't live
without it. Other than a few short calls during the day, I could do
without it. Data (checking email) is more important. I doubt I'm alone
in this. I think the mobile phone is a 'very important thing' (hence why
I read this newsgroup) but I don't need to use it very much.

I go to mainland Europe around twice a month!

I doubt there would be a big impact.
