I use a Samsung z560 as a 3g modem.

I also have a Samsung z720 McLarem Mercedes which can be used as a 3g
modem.
It has a broken screen (would cost about £50 to fix) but for use as a
3 modem the screen is irrelevant.
I bought it from ebay for just over £50, and was going to get it fixed
and sell it on ebay, but it's yours for £50 if you want it.

If you go for a Separate 3g modem, you will probably have to go for a
different tariff and maybe pay more,

3 do quite a good deal on their USB modem - £10 for 1G
They also do a 3 and &GB deal
Gotcha is that they are 24 month contracts

Not sure what the t&c say about things like voip and instant messaging
