Best monthly SIM only data plan?

I see that there is very little in terms of value for money to be had in
terms of monthly SIM only data plans.

Vodafone has nothing to offer at a reasonable price; nor does Orange; the
Virgin Liberty SIM is okay but the cheapest seem to be O2 (? the best) and
T-Mobile (although the "fair use" policies make it even more complicated).

If I have a perfectly good phone and just want a monthly SIM only contract
with a heavy emphasis on data (very little voice and text) which is the best
to go for?

Are there any virtual providers which offer a better service than O2, Virgin
and T-Mobile?

Huh? Nowhere to be found on the Three website. £5 a month for SIM access to
GPRS?

Oh wow, yes, I see it - but it isn't one month contract SIM only - just
PAYG. Why don't they offer anything even remotely similar on a 1 month SIM
only contract?

Does 3 PAYG support GSM location services?
