BT landline operators not recognised ?

This morning I called a dead mobile number from a BT landline.

"The number you have called is not recognised. Please check the number.
If you need help, please call the operator on 100 from your *mobile*"

Huh? Are the #100 operators on BT landline on holiday?

I called a colleagues Vodafone from my Vodafone yesterday and instead
of ringing or going to his Voicemail, an IVR asked me to key in the number
Hung up and redialled and got through normally.

The announcement was from the mobile network not BT, and of course they
don't do landline service*.

* yes they do because I have it from Voda.
