Can i create a content that will be available to all mobile phones while it cant be distribute freely?

Hi, im trying to create a mobile content which cant be distribute
freely. Is it true that only nokia allows operator logo to be changed
whereas others mobile manufaturers does not allow third party logos? so
beside operator logo is there anyway to create a content mayb like a
picture file or msg with limited distribution? thanx....
