carphonewaerhouse mobile world phone locked?

I want to get a very cheap pay as you go phone for my parents and i
would like the phone to be unlocked since my parents need to travel to
Hong Kong from time to time and I would like to swap the sim with a
local one when they are there.

I have been thinking of the carphonewarehouse mobile world deal of the
motorola F3, since this phone is simple with big display and they don't
know how to use SMS anyway so i just need a "phone".

Is the handset locked if i get this from carphonewarehouse with their
mobileworld sim card deal?
