If you use the phone a lot, maybe 3. If you spend £21 on a Stretch21
bundle you get 700 minutes/texts, making that 3p/minute or text, with
the catch being that you have to use it all in a month. There's
also some lower priced Stretch bundles with smaller numbers of
minutes.
If you don't use the phone enough to make this interesting, however,
then 3's regular prices are sort of average (though their EU roaming
rates aren't bad) and avoiding 3 might be better if the deal they're
offering isn't particularly hard to refuse. For example, in their
typical fashion, I've yet to find anywhere on 3's website which spells
out the conditions under which 3 will cancel a little-used PAYG account,
though the Terms and Conditions hint that keeping a SIM alive involves
topping it up periodically (with the period unspecified) rather than just
using the service occasionally. If the exact policy is there they
have hidden it well, it seems like they want it to be a surprise.

Those rates are for "Pay As You Go", "Daily Bonus" is cheaper at 15p
per minute, YMMV.

Depends on your mix of calls and texts whether it's cheap. I don't think
there is a 'cheapest' tariff - they're either cheapest for texts or cheapest
for calls, or they get cheaper when you make lots of calls/texts.
Other data points:
Tesco Value: calls 15p/min x-net, texts 5p
Asda Mobile: 16p/min for the first 3 mins per day then 8p/min
10p/text for the first 3 texts per day then 5p

But if you have to top up every month whether you use the phone or not it
ceases to be of any value. I sometimes go for weeks without making any
calls, then I could end up making quite a few in a short time.
For my usage, I find Tesco to be the cheapest - I put 50 quid on when I
bought the SIM in December 2005, it's now down to about 14 quid or so. For
the (very) few SMS messages I send, I use my original Orange OH SIM, or
the Orange website, both free.
If my current phone Nokia N70 is a vodafone one, does that mean it
will be locked? And if so what exactly does that mean? Do I need to
pay to get it unlocked before I can switch to another network. Or do I
just need a PAC? I've never been on PAYG before only contract. Also
last time I switch from T-Mobile to Voda, I had bought this new N70
phone with Voda at the beginning of 2006, but I am keeping this phone
not getting a new one, so I think this phone being locked business,
which I'm not quite sure what exactly it means will have an effect?

Depends where you got the phone from...
If you got it from a Vodafone shop or the website then it most properly will
be locked.
If you got it from CPW, then chances are it will be Unlocked and Unbranded.
