After about 3 hours of trawling, I've found several examples of what the
home office wants, and no definitive this is what it will be.
Time to contact OfCom and ask I guess. Hopefully their denial of
responsibility will point me in the direction of the relevant authority
to ask.

Yes, I found a publicity pack PDF on the HO website that's intended for
police forces that states 15p / call.

Yep, hence my starting the discussion - I was given the same statement by
Kent Police on facebook when I pointed out that calling from landline or
mobile a real geographic number could be cheaper depending on operator,
package, free minutes, 1899 etc.
Granted 15p isn't too bad compared to standard call fee of 12p/minute on
Asda mobile, but I may need to test before I'm convinced they're charging
it correctly.

BT) on top of the 15p?
