Obvious ones are lycatalk and 1899.com.
lists at:
http://www.telecom-tariffs.co.uk/residx.htm
Indirect Accounts (non BT lines)
There may be VOIP callthroughs with 0800 access but i don't know of any,
if there is they could offer the cheapest rates.
Also there are point scoring callthoughs like Predial and QXdial
where you score points on say a BT phone with unlimited 0300
(scoring 1 point per ten mins, or more points calling 0870, etc)
and have the points transfered to your giffgaff to use on their 0800
access numbers.
QXdial:

Pre-dials old site doesnt seem to be working?
http://www.pre-dial.com/
0800 callthroughs were very popular from 1995 when Orange
started their PAYG service with free 0800 access.
At that time AXS which became Tiscali Talk offered calls to landlines
at 2p all times with no connection charge
and of course when calling utilities many have free 0800 numbers
which can be discovered at

I can't recommend Giffgaff as a PAYG because of online only top ups.
Quite absurd when they are squarely aimed at the teen market, unless
they expect teens to borrow and register their mums Debit / Credit cards?
I would have thought Giffgaff would have learnt from Three who
also started their PAYG service with only online top up. Three then
quickly realised they had to offer printed e-tops ups too.
Understandably to keep costs down Giffgaff only offer online
customer service
