There are a number of solutions, depending on the model of phone that you
have. If your contacts are stored on a SIM card, you can get a SIM backup
thingie. Many phones support backup and sync with a PC, and some support
backup to secure storeage over-the-air. See

You should port your old number to your new phone. That way your
contacts will still be able to call you. Talk to your old provider and
get the porting code.
If you wish to stay with your current mobile company then tell them
about the loss of your phone and they will very likely replace your
SIM, with your old number, but probably for a charge.

Yes, it's called a pen and paper! Write down the numbers of all the
people you need to be able to contact. Some shops even sell special
books you can put this information into. Then put it in a safe place
somewhere and when you lose your phone they will all be backed up.

If you can't manage it yourself, most dealers now offer a contacts back up
service

I have a little device that backs up all your numbers on the sim card it
cost me a fiver from aldi and all you do is put your sim card in and back
all the numbers up if you lose your phone then you get a replacement sim put
this into the device and it will transfer all the numbers from your original
sim card on to the new one
