Mobile Calls to Saudi Arabia

I used VOIPCHEAP in the past to call mobile numbers in Saudi Arabia. Does
anyone know a cheaper provider ? For some reason the cost of calling a
mobile phone there is much higher than calling mobiles in other Gulf
countries. Any idea why this happens ?
