To bar the outgoing calls, look for an option like 'fixed dialling' or
'closed user group'. I *think* that most phones provide this option,
controlled by PIN2 - although personally I have never tried it.
What I have tried however, is blocking imcoming calls from certain numbers
(blacklist) or only allowing calls from certain numbers (whitelist). I have
only seen this option on SE phones and it works very well - you can even set
it by profile. If the call is not 'allowed' the phone automatically rejects
the call (I think it also notifies you that it has done so).
SE is the manufacturer to go for it you need these options.
