Newbie Question: Website For Selecting Right Phone Or Recommendation

Is there a website that allows you to stick in the parameters of what type
of phone you are looking and it comes back with some recommendations?

Or, a recommendation for a PAYG phone that will work in the USA for less
than £100 that has some toys like phone and mp3

I bought my son a Samsung E250 for £45. Ticks all your boxes and apart from
a slightly fiddly music player it's a nice phone.

Got the E250 for my son - similar price, from Carphone Warehouse on
their own "fresh" branded network (T mobile I think): it was unlocked so
it will take any SIM if we want to un-fresh ourselves. Nice phone for
the money - battery life is improved if you run it right down a couple
of times, not just to the low battery warning.
