It seems pretty simple to me. Get it fixed, which can't be done in
india.

You need to describe the problem better. Is it locked or is it just
broken. If it's locked then try to get the unlock code from the carrier
or try via a third party. If it's broken, heck! then get it fixed if you
want to use it.

He emailed me for some reason pretty much quoting this post titled
"unlock key" so I assume he's got a SIM locked phone or a stolen
handset.

Nokia can't fix it as the phone isn't broken, it's locked to only
using Orange SIM cards.
From searching Google for "Nokia 6330 Unlock" it appears that this
handset can have up to four locks on it, depending on your network.
In England we have loads of shops who unlock mobile phones. HOWEVER,
seeing as you got the phone from your sister in the UK I assume that
the phone belonged to her from the start and, as such, she could phone
Orange up who will give her the unlock code for a fee.
