Default O2 network problems in Liverpool?

I am trying to call a number on O2, which starts 07850 (O2 originally).

The number is published and I expect the person to be in the Merseyside
area.

When I call from a phone on O2 I get system busy and short bleeping, calls
to other numbers work OK.

When I call from a land line via BT or a carrier I get equipment engaged.

The responses are very fast, so I doubt roaming is involved.

Any ideas what is wrong.

I had a company o2 phone that was recently turned off
when the company went bump

the phone appeared to be online but if I was called on that
number from a BT line it would give the engaged tone.

a few days latter it stopped loging onto the network on the mobile.

Looks like the phone went flat, but in that area the net does not return the
right message.
