Orange safeguard settings

I'm trying to download a program for my phone but Orange has decided to
protect me from this with it's safeguard. I phoned Orange in the past to
turn this annoying thing off, they said it would be turned off I even got
a text saying it was off but I'm still unable to see certain pages.

Anyone had any luck turning it off?

If the safeguard is off and you still can't do it then I suggest phoning
customer services and asking them to raise an action to technical
support. It may take a few days to get an answer, but removing the
safeguard is an easy process, I.e. a CSR could not possibly get it
wrong.
