I am trying to call a friend on his mobile, but all I get is a "The
other person has hung up" message, the phone does not even ring, and
it costs me 10p each time. What could be causing this? Unfortunately,
I am not able to contact him easily by other means

the message means that his mobile has been disconnected, the text
won't work either.

Maybe you need to give more details.
What network are you and he on?
Presumably you are on PAYG as you know it costs 10p?

Maybe your "friend" doesn't want to speak to you, and is rejecting your call
before you hear it ring (even though it's giving a single ring his end). Try
witholding your number, or ringing from a phone whose number he won't
recognise.

Is he at an overloaded cell? I've seen networks send incoming
calls directly to voicemail without ringing the phone when the
callee's cell is overloaded (they can shed load that way without
attracting a lot of complaints compared to dropping or blocking
calls). Maybe what you are seeing is what happens when there
isn't a voicemail divert?
