why can't Vodafone allow porting after a new account is set up, yet Orange
can ?

Why can't Orange allow a new account to be set-up with a number ported
over from scratch, yet Vodafone can?

They can, they choose not to.

The reg's say that your current network has to allow you to take your
number with you when you move to a new network. They don't say that the
new network must allow you to use it.

I assume he means that get your PAC'd number used as your new number,
not a temporary number as with Orange that you then need to do a number
transfer on to get it ported.

Orange can do that, but it never gets asked for. It's referred to
internally as "bring your number", as opposed to the traditional method
(temp number) which is referred to as "orange now".
