The rules of number porting only require it to be provided in writing.
Providing a PAC by voice or text or email is an optional service, not
required by the number porting rules.
I can only think of 2 reasons for Orange stopping doing this.
1.) Their SMSCs were being overloaded with such a high volume of PAC
codes being sent
2.) They want to stall customers from switching by making them wait a
few days before they can process the PAC (thus making the 30 days notice
more like 35 if you want to keep your number). The cynic in me might
also then say that a fraction of these might get 'lost in the post' and
the customer may forget and never leave!
Personally, I cannot see how it actually helps the customer doing it
this way, and can only benefit Orange through reduced costs or fewer
switching customers.
