I was told something similar, but PAC never showed up. Then phoned
again a week later and was told that PAC would be texted to me, with a
follow-up letter. Txt arrived almost instantly with PAC letter around 3
days later.

If you haven't got the txt, then phone again (and wait and wait and
wait on hold).

No idea, but I had both of mine by SMS within 2 minutes.

Received PAC by letter about two business days later on each time I have
requested from Orange. Didn't know that I could request SMS

You can't get it by SMS anymore.

Since when..? When I asked for my two PACs I got them by SMS within 2
minutes without having to ask for them to be sent that way, they just did
it. I assumed they'd write.

The rules of number porting only require it to be provided in writing.
Providing a PAC by voice or text or email is an optional service, not
required by the number porting rules.

I can only think of 2 reasons for Orange stopping doing this.

1.) Their SMSCs were being overloaded with such a high volume of PAC
codes being sent
2.) They want to stall customers from switching by making them wait a
few days before they can process the PAC (thus making the 30 days notice
more like 35 if you want to keep your number). The cynic in me might
also then say that a fraction of these might get 'lost in the post' and
the customer may forget and never leave!

Personally, I cannot see how it actually helps the customer doing it
this way, and can only benefit Orange through reduced costs or fewer
switching customers.

Er, no.

When it changed a few weeks ago I remember reading something about
"bringing into line with other networks" but it's such a minor
insignificant thing I paid very little attention.
