I found this petition to stop providers locking phones.
It is still listed under 'OPENPetitions' but its sign up deadline has
passed. Strangley, I added my name and it is listed, so what the
deadline refers to I don't know. Some have deadlines a year hence.

It can't do any harm to add to it if you agree to the proposal,
certainly, if I'd seen it earlier I would have signed up.

The deadline has NOT passed yet as it is 22 Dec 2007.
However, in my opion, the wording is wrong.
Why should a SP supply unlocked phones at the START of a contract.
They have paided for the phone, not you!.
However I think that once the contract period has finished THEN the
unlock code should be provided free.

the network subsidises the cost of the phone - that's why they are locked.
if you want unlocked you are free to pay the free market price.

The only way I can see phones being unlocked if is SP start charging for
mobile phones and if that is something that you want then go ahead and sign
the petition.

My K750i unlock code was provided FOC - about a year into an 18-month
Vodafone contract. I just phoned up CS and they talked me through it.

vodafone will unlock free if you have been with them for 12 months (for 12
and 18 month contracts and payg)

My K750i unlock code was provided FOC - about a year into an 18-month

I thought they were all unlocked from Voda. I just got two phones on Voda
contracts (Moto L7, SE k750i) and neither was locked

Well, why not? Instead of cloaking deals with 'free' phones etc. it
would be far better to offer proper, transparent, telecoms deals and
charge for the phones. That way it would be possible to shop around
for the best phone only deals. The contract deals could be far cheaper
if the cost of the 'free' phone wasn't included. I am sure that there
are lots of people who are quite happy with the phone they have and
just want a good contract.
The idea of locking a phone is pointless. The first thing I find out
about a phone is how easy is it to unlock. Then I go for the deal if
the phone is easily unlockable. Then, soon after I have got the phone
I get it unlocked. in fact, I once struck a deal with a vendor that
if he unlocked the phone for me I would do the deal and he obliged.
If a phone isn't easily unlockable I won't buy it. All the mobile
companies are doing is creating extra cost for the customer and trying
to stifle competition. Further, if someone is happy with their phone
it isn't very 'green' to force them to buy another phone just to
switch company.
Afaik BT Mobile and O2 don't lock their contract phones anyway.
Until recently the regime in Australia was to supply phones unlocked.
Now it seems there is talk there about locking. A bad move in my view!

That maybe the excuse, but that's all it is. The Networks would get the
subsidy back through the contract term line rental regardless of whether the
handset was locked or not.
Most, if not all, contracts are for line rental only, and state that the
handset belongs to the customer. Why should the customer have to put up with
a handset, that belongs to them, being locked?
