pocket pc and smartphone downloads

I am very new to smartphone (windows mobile) and have found a couple of free
games to work on my phone.
Thing is when I search for windows mobile programs for smartphone, sometimes
I find software under same page for pocket pc.
Are the two versions compatible? Can I install a pocket pc program on a
smartphone?
Also does anybody please know of a trustworthy site to download smartphone
software from? Looking for games, applications and in particular an English
to Spanish translator. I did find one (mobile translator ingles.jar) and
while it did install and it runs, I cannot get it to work properly.
I am looking for freeware specifically, whilst I am willing to pay for some
programs, at the moment I am skint out due to buying the phone. lol
