Has anyone else found that 1899 (18185, 18866 etc) can't send texts to
T-Mobile?

Not specifically. I use 18185 and most, if not all, of my texts have arrived
so far (but I don't know how many involved T-Mobile numbers).

After sending to T-Mobile numbers, do you still get the "Succesful" (sic)
message after pressing the Send button?
