Did you ask for a PAC (not a BACS code) to transfer your number to
another network or did you ask to cancel your contract (and NOT transfer
your number).
If you wish to transfer your number, you're given a PAC which is valid
for 30 days. If the PAC is used by a new network then your contract
will end. If the PAC is not used, then the contract doesn't end.
That's how Ofcom devised the rules, and therefore isn't a T-Mobile problem.
It certainly sounds like you requested your code to transfer your
number, and therefore failure to transfer your number will not end your
contract.

But he did say he *requested* a code, that T-Mobile say they sent one,
and that because he never used it his contract never ended.
This is the same with any UK network operator, and if he never received
his PAC then he should have contacted them to get it sent again.
Again, there are 2 ways of ending a contract (as specified by Ofcom):
1.) Requesting *AND* then using the PAC to transfer the number
2.) Explicitly requesting the contract be ended (causes number be lost)
If someone asks for a PAC and the PAC is never used (for whatever
reason) then terminating the contract is bad, as requesting a PAC says
"I want to keep my number" and if the contract ended without using the
PAC then that number is lost.
