1) As others have said PAYG.

2) As someone else has said, make sure you make a call or top up the
phone every few months to make sure it's not de-activated.

3) I would suggest you look at the costs of incoming calls. It certainly
used to be the case that calls from BT lines were cheaper to Orange and
T-mobile(?) than to Vodafone and Cellnet (O2). This may still be the
case. Also, sometimes same-network calls are cheaper than cross-network
so if you're more likely to be called from a particular network (by
family?) then it may be worth choosing that one.
