Yes, it should work on 3G and GPRS

We do have HSDPA in Europe, and in the UK come to that...

Possibly to subsidise that laptop from the commission on the datacard?
(I haven't checked their pricing, but it wouldn't surprise me to see
this happening).

It is ridiculous. Vodafone had a cheaper rate when roaming on another
Vodafone network, and are starting a fixed-price £12.50-a-day data
roaming charge (again if you use a Vodafone network abroad). Personally
I try to avoid roaming data; there are usually WiFi access points I can
use instead and many reasonable hotels offer free internet now.

Ignorance is probably closest.

From the site:-
"This notebook is eligible for a a free 3G Mobile Connect Data Card
worth £199 - see right-hand panel for full details."

This suggest it is a site-wide offer where any notebook with certain
criteria (maybe above a certain price, or with a certain profit margin,
or ones they have a large stock of) automatically gets the card offered.

Choosing the first notebook I came across at random
http://uk.insight.com/apps/productpr...102%26S%3D1015
is a £500 HP machine with the same offer.
