I think you nearly answered your own question tbh.

You can PAC to o2 PAYG and this would end your o2 contract - final.

Re-apply for a new contract as this would give you another account
number and o2 number - attain special deal(s).

You then PAC your o2 PAYG back to your new o2 contract.

I seem to remember the PAC only took 2 days from o2 PAYG to new o2
contract maybe clarify first but, max would be 5 working days.

(I have three o2 contracts (1 for me, girlfriend and daughter)).

I'm sure you can (after a contract has expired) port your o2 contract
number to a o2 PAYG.

I know you can port o2 PAYG to o2 contract as I've done it 3 times last
week on my 3 o2 contracts.
