You're required to give 30 days notice on your account before your
contract can be cancelled. Whilst requesting your PAC does not serve
notice, using that PAC does, and is backdated to the date you requested
your PAC.
This effectively means that the PAC can be requested up to 30 days
before expiry of the minimum term. If the transfer goes through before
the end of the minimum term/30 days notice, then you'll still be liable
for the line rental to the end of your minimum term/30 days notice.
In effect, the best way to avoid too many charges is to request PAC on
day 1 of last month, provide PAC to new network on day 20 or so, which
should result in the port going through on day 27. Resulting in about 3
days of billed unusable line rental. These dates give a bit of slack
for safety as PACs are only valid for 30 days.
There is no penalty for getting or using a PAC - however you're required
to pay for all line rental during your 30 days notice period. Therefore
once obtaining your PAC, the earlier you do the port, the longer the
period you're paying line rental for on a number/line which is disconnected.
