I think you'll find that most of the Canadians are actually Canadian
which means that they're not French or American.

Which is only one of the Canadian Provinces.

French is not widely spoken in the other 10 or so.

However there is another issue that can prevent them being used in
Canada. GSM service in France uses the 900 mHz and 1800 mHz bands. In
Canada it uses 1900mHz, and possibly 850 mHz. All Apple has to do
is limit the unlocked French phones to 900 mHz and 1800 mHz and
they have fulfilled the requirments of French law, while not
making them of any use to people in the U.S. or Canada.

People who travel outside of Europe might complain, but I expect
that's less than a few percent of their customers.

I think you will need to add a few noughts to those frequencies if
you insist in expressing them in mili-Hertz
