Not quite, the technology is a little different here -- a tunnel is
made between the US provider and the UK provider (generally) and the
data is passed out to the internet from Vodafone UK. The IP address
seen to the outside world would be that of a proxy server, not one
specifically given to your session.
If you're hooking up a PC to your phone and using GPRS in that manner,
then the IP address allocated will be an internal IP address to the
Vodafone network (see RFC1918) from a DHCP server within Vodafone UK.
(The trasmission of data between your US roaming provider and Vodafone
UK is transparent to you since it is tunnelled via other protocols).
Of course, in this case also, the outside world would see the address
of the proxy/gateway and not the internal address given to your PC.
