The international option on 3 seems to require a 6 month commitment -
"All Add-ons including International Saver have a six month minimum
term if bought at time of connection".

They've said it's no longer necessary to have a 3g phone for use with
newer SIMs from this year
Apart from those mentioned so far, also for int'l calls O2 has good
rates for Europe but not as good for Hong Kong; you could use a
callthrough account with an Irish access for 5p +
Vodafone recently introduced cheap calls for selected destinations,
including Hong Kong; I hope their 15p for mobiles doesn't apply to HK
though
