As per the subject line. My parents live in a small village with
extremely crap and unresponsive telecomes cover, this includes not only
landline, but also mobile. Wih the landlines breaking down more and more
frequently, there's been questions raised about getting better mobile
coverage, so with this in mind.
Apart from changing providers to the one that has the strongest signal
in the given area. Is there anything else that can be done, is it
possible to boost a mobile phones signal at all?

Car-kit with an external aerial placed strategically may do
the trick, but fewer and fewer handsets have aerial sockets
these days.
Also Google GSM desk phones, I was surprised how cheap
these were when I looked some time ago, and you should
be able to obtain a compatible external aerial but remember
that cable loss is not insignificant especially at 1800 MHz

If you have line of sight to a base sataion then you can set up
amplifiers, however these kind of setups are not cheap.

VoIP if the internet connectivity is okay, but obviously if the
landlines go then the VoIP goes as well.

Good used Nokia 6310i in a Cark 91 car kit, with mains PSU,
and a base aerial as high as possible connected to the car kit.
Also if 1800MHz network? Cheap Algon in-line bi-directional amp from Peter

It's a matter of what networks are at all usable in a small village,

Unfortunately, whilst Femtocells provide localised coverage, they
backhaul over a broadband connection. So whilst they increase coverage
at low cost to the operator and also allow users to have better
coverage at home and perhaps offer reduced call costs they will not
help in the case where the broadband connection is lost. Femtocells
provide a 3G cell coverage only - UMA is similar for 2G, but I am not
sure who offers this in the UK.
