Default TMobile MDA (QTek 9100) hard reset - now (re)locked

My friend just passed on his old TMobile MDA and I chose the Clear
Device (can't remember exactly) under Start | Settings.
It ran through its startup stuff and now shows "Network is locked.
Please input unlock code".
Does this mean the machine has relocked the device (using old Orange sim
in it)? Is there a free way to unlock it?
I was originally trying to do a hard reset to get rid of his stuff so I
can start afresh.
Thanks very much for any help/suggestions.
