no. There are good deals with texting on pay as you go with other
networks.

Orange and o2 give 300 texts with a £10 top-up
Vodafone give 500 for £15 or more topped up in a month.

You could get your daughter a SIM only contract to see how she gets on.
Orange do 150 minutes, 300 texts and unlimited evening and weekend texts
for £15 per month, with only 30 days minimum term so if your daughter
cannot control herself and runs up a massive bill you can get out of the
contract immediately.

You do however need a phone capable of accommodating an Orange SIM card.

O2 do something similar.
