I know this is WAY off topic, but this is a busy group populated with
(some) intelligent people, so I thought I'd run it by you...
I'm currently having an argument with a friend, he reckons the DVLA will
give you information on any car registration (specifically name and address
of owner) if you pay a 5 quid fee. I'm saying that can't be right, surely
too open to abuse? I've had a look on the DVLA website, and I can't find
anything about searching for details for registrations.
Anyone know if this is possible? I'm not really interested in exactly HOW it
can be done, only if it CAN be done...

I rather doubt it unless of course you are in law enforcement or
the car park management Mafia.
Have a look at this though http://www.askmid.com/
It will at least (sometimes) give you the make and model.

I assume it is possible since Tescos can obtain this information in
order to fine their customers for staying too long in the car park.

I don't doubt that it's possible. Obviously the police can do it, and as
someone else posted here, 'parking enforcement officers' can do it, but I'd
like to think you'd need to be a company with a 'good' reason to need to be
able to do this, and have to register before you have access to this
information...?!

Anyone with "reasonable cause" to do it can obtain that information.
Could be that they damaged your car, or have parked on your land etc.
And it's £2.50, not £5 (for details on a specific date). It's £5 for
additional information or copies of documents.
You need form V888 for members of the public, V888/2 for companies (not
for penalty charges) and V888/3 for companies (issuing penalty charges).
"Currently, Regulation 27 of the Road Vehicles (Registration and
Licensing) Regulations 2002 requires the Agency to release information
from its vehicle register to the police, to local authorities for the
investigation of an offence or decriminalised parking contravention,
*and to anybody who demonstrates ‘reasonable cause’ to have the
information made available to them.* Regulations also allow for a fee to
be charged to cover the cost of processing requests."

Some government bodies can do this for free, but the general public has
to provide "Just cause". The guidance is at

You ring them or email, or use a good old fashioned letter with a cheque for
£3 and some excuse about a crash and the car left the scene. The DVLA have
always sold information of owners. Certainly since I obtained details from
1988 and then only last week.
The police wouldn't give details of someone that drove in to me and
curiously wouldn't do much about it. I wrote to the DVLA, paid them and
will be paying the owner a visit.
