Only your phone company can block it, but they refuse to as they get a cut
of the money you pay for something you never asked for. I suggest you
contact your phone company and tell them that unless they block ALL premium
rate chargeable messages and calls going through to you, you will sue them
to recover the cost. They are in breach of contract, especially if you
report the number as a "nuisance caller". I had to do that with Tmobile and
it stopped. Under the terms of the contract there is nothing about paying
for incoming calls or text messages ONLY the ones you make via the network
and the ones that are outgoing. Definitely point this out to them and sue
them for the costs of unsolicited calls/text messages. Do not let them fob
you off by giving you the numbers of watchdogs or regulators - it is the
problem of the phone company. If they need help, refer them to the industry
regulator.
Calls, texts etc can be blocked but mobile companies allow it to continue
because of the increase in revenue. If you're really annoyed, get a contact
name from the phone company and report it to the police as it's clearly
obtaining money by deception. It is NOT a civil matter - this is the
favourite answer from the police as they can't be bothered. It is a
criminal offence.

From how you describe it it sounds like the sender is in breach of the
law.

Complain to your operator and get them to bar the incoming texts. Most
operators seem to kick up a fuss and say they can't/won't do it, don't
be fobbed off, persistence seems to pay off here.

Most importantly go to:
<http://www.phonepayplus.org.uk/>
(the new name for ICSTIS) and report the senders, I've done this for one
operator who was in breach of the law and they got fined 50,000 and I
got a refund.

Also complain about the ineffectiveness of PhonePayPlus in stopping the
premium rate SMS thieves to:

John Hutton, Secretary of State, Department for Business, Enterprise &
Regulatory Reform

And there's quite a lot more about it here:
