Default Virgin contract phones, locked?

Do Virgin Mobile still lock their contract phones?
And if so, how much do they charge for an unlock code?

Yes, They used give you the unlock code for a 15quid top up

I just upgraded and my new phone is completely unlocked and unbranded

It's a Samsung Tocco. My previous Virgin contract phone, a Sony Ericsson
W910i, was unlocked as well, although firmware branded, but an update to the
firmware sorted that out.

I have just tried a Tesco simcard in the phone [Nokia 5530] and it seems
to work ok. Any of my previous Virgin phones have been locked.
