I don't see how it could significantly affect competition.
All it is really doing is giving Orange and Vodafone better 3G
coverage in areas where only one or other currently has 3G available.
You could argue it gives those two networks an advantage in coverage,
but I don't see how it will significantly affect what the customers
have to pay and, as such, make no difference to the vast majority of
consumers (whether enterprise, business or personal).
I don't see 3 users benefitting from this merger, however, as I assume
the roaming agreement they have with Orange is to provide 2G access
where 3 has no signal of their own.
