If Ofcom cannot force NTL to allow access to the 056 numbers, could
either an NTL customer or the user of an 056 number go to a court and
obtain an injunction against NTL (or other telco) blocking access to
these numbers?

It's difficult to get an injunction to stop a company doing precisely
what the legislation specifically and intentionally permits them to do.

The whole idea behind the opening the market to competion is that only
BT would for forced to put a call through to anywhere. Others are
allowed to pick and chose. Fortunately most telcos do provide access to
the vast majority of the number space. Not through any sense of altruism
of course; they would find it difficult to compete unless they could
connect _most_ calls.

I have exactly the same problem with Onetel. I signed up with Voipfone
and got my free 056 number, but everytime I dial using Onetel I get the
continuous tone. The number range is not even shown on their pricelist.
I have no problem with Orange or BT.

I emailed Onetel's customer service people who are in India and to
their credit they phoned me back. But they did not understand that 056
was a new non-geographic number range, they understood about VOIP and
said I needed an IP phone or adaptor so they had some idea. Although
they tried to help they just did not understand. In the end I sent
them copies of some of the documents on the OFCOM website in the hope
that they might get something moving, I am still waiting!!!.

This issue has clearly got to be sorted out. It'll be no use at all if
only BT customers can ring the numbers

Still can't dial 056 numbers from my Orange account, or my NTL account.
Just about had enough with NTL, and Voipfone 056 numbers, the Orange account
is just a backup, so I have not bothered chasing them up.
