Skype cheapest to mobiles ? + Three(3) ideas

Just looking again at cheaper ways to a mobile phone and Skype seems cheap
at 1.4p min + a connection fee

Another idea is to use a INQ Chat 3g on the Three network where Skype calls
are always free ?

Any other idea most welcome please !
