As the provider/operator is going to be change per second for the
incoming call, you will have to find someone willing to take a bet on
your monthly usage if you want a flat rate service.
The alternative might be a flat rate service with a limit on the number
of calls, which may as well just be a per-second charged services with a
minimum monthly charge.
