It should be if you have an account which satisfies these conditions:-
1. You have an outgoing CLI - a standard 01 or 02 geo number.
2. You use a provider that doesn't block connections to the 18866 0808
number.

If your internet connection permits the connection of an ATA then I
would strongly advise that you go for an ATA rather than messing with
a softphone and headset.

I would think that you would be better using 18185 instead as their
mobile/international rates are better afaik. It is the same umbrella
company just a different name.
However, if you are using voip why use a landline service?
There are VOIP providers that do 2p/call and that is better than 18866
etc.

I want to use X-Lite through LCR to record outgoing calls, especially to
unhelpful insurance companies.

I'd still go for an ATA then you can take advantage of cheaper calls,
from your standard house phones for all your phone use. Then I would
use something like this
http://tinyurl.com/2m4kma
to facilitate your recording, connect to a cassette tape recorder or
your computer as you wish. - or some answering machines will record an
outgoing call as standard - my old tape one does anyway.
