Verizon landline

I hate Verizon customer service for land line service. They have been to my house six times and still I have a problem. I have my laptop in my room and dial up. When I dial out for dial up the modem starts and then a voice comes over the laptop speaker that tells me to call the operator. The lineman swears it the modem the computer tech swears its the phone. Who do I believe?
