Default Hardphone can be easy as a PC software ?

If I am in any country , I can use what ever PC softwrae (90% of them) I would like to make a call,,,,? (i.e. I do not need to call the local ISP for that country, to get a specific informations from them to configure my PC to be able to make a call, and even an ISP for that country will not configure thier routers to satisfy my request),,,,Am I right ?

Can I do the same thing with "Hardphone" (except the one that prefer their own proprietry system ),,,(i.e Will a Hardphone be an easy as a PC for making a call ) ?

Provided you have internet access overseas, most internet telephony software (e.g. Skype) will work just as is does from your home.

When you say 'hardphone', do you mean a telephone connected to a local phone exchange, or a USB handset connected to a PC and used with software such as Skype?

Well yes of course!

I'm not quite sure what you are asking here, do you mean calling someone on the internet using a local phone line in a different country? If so there is no easy answer to that, I guess in most developed countries it would work but you would have to investigate it further with a local phone company in the country you are thinking of.

Do you mean you want to connect to the internet anywhere in the world as long as you have a phone line? There are ISPs like this one http://www.worldwidedialup.net/ who offer worldwide internet dialup access. They provide the different numbers you dial for each country. It is good for people who travel to places where local internet services are not available.

Following on from Dale, many ISPs around the world also offer that iPass service directly through your existing account which allows dialup access from nearly any location. They will sting you extra fees for it but it's much cheaper than making toll calls.
