Default PDA WiFi Roaming

Hi...We have numerous of iPAQ 6515 with Ambicom WLAN-11 WiFi SD card running in a multiple Access Point envrionment. We are having an issue of the roaming, we experience some difficulties for the Ambicom to roam to the next access point which has better signal, it only roams when the signal strength is very low or even down to 0%, this ends up the application running on pocket IE times out or gets the error message. Not to mention we plan to run voice over IP on this device.
Is there a way to control or set the WiFi card to roam at a higher signal strength or quality?

Afaik wimax is meant to fix these problems. I've never seen AP handoffs/roaming working well under 802.11

Some cards such as Intel let you set their roaming to be more or less fussy by adjusting a slider bar in the NIC properties in Device Manager.
