Default Bandwidth management based on traffic amount

Does anyone know of a WiFi router/switch capable of limitting Internet access based on amount of traffic? I have an Internet connection limitted to 25 GB per month, and these 25 GB I have to split equally between 20 users.
Any ideas (preferably cheap ) ?

A small Mikrotik RB750 would be a good solution.
