captive portal/Web authentication not working in ruckus ZD 3000

Ruckus AP's in our wireless infrastructure. but when i open up a browser it don't get re-directed to a login screen, it just times out.

without enabling captive portal/Web authentication then i get internet

Ap is Ruckus zoneflex 7363
Zone director 3000
