Excellent Signal Strength, Disrupted Internet Connection! Help!

I know this topic has been posted many times before and I've read through a lot of them and have done many of the things that have been suggested but nothing seems to be working out. I've recently moved into a dorm and my laptop has been working perfectly in terms of internet when I was back at home. Here, the internet is always connected and there is always Good or Excellent signal strength but there is never any internet connection. I could not even load the Google page.

And when I check my IP address because I was told that my ip address should start with 192, I get:

I really don't know how to fix this problem and life is quite troublesome without internet. Help please.

you are connecting through a RADIUS or similar server, but you are not logged in

and you are connecting through a VPN tunnel but you are not logged in

Have you considered asking your dorm mother for the telephone number of the school's IT department?

I think I may have fixed it. I asked my dorm monitor and she suggested me to log off the internet on my other devices. After logging off my iTouch, it does seem to be working. But that is as of today. Thanks for help guys.
