Default Help: Dell laptop WiFi shutoff

when i pressed the fn f2 on my dell and the little wifi light turns off, does that mean the wifi card is turned off physically as in the connection to the card is cut off?

is there any difference between disabling wifi connecting in windows and using fn f2? and if so, what are the advantage of doing one over the other?
