Question How to setup wireless intranet (without internet) using tablets

Dear Network gurus,

I am helping a friend of mine who runs a school at a remote location where they can not access internet. The school wishes to access some educational content on desktops and tablets (iOS and android based). I had suggested the following solution which looks good on theory but something is going wrong on implementation.

All the education content was downloaded into a seagate goflex home wireless network drive which was connected to a belkin n300 wireless router. The content was accessed using ipad2 and micromax tablet pc (an android based tablet). I did not encounter any issues as long as the setup was at my home with internet connection plugged into the belkin router. When the same setup was moved to the remote village, where there is no internet, I am not able to connect to seagate network drive via the wireless router to which it was connected.

What is the problem? Do I really need to have internet connection to use the content on local wireless network drive which was plugged into wireless router? please help me to understand. highly appreciated as the intranet will help lot of students in their academics.

As I understand it, the distant school does not need an internet connection, and only needs to access data stored on the Seagate.

To narrow the scope of the problem, take everything back to your place that has an internet connection, get it all working again, then unplug it from your internet connection. If you experience the same problems you were having at the distant school, then whatever you are doing still needs an active internet connection.
