Limit Wireless speed so my sister don't use all the bandwith

hi.

My sister is using all the bandwith with ther computer and im sick of her childish atctitud , she woke me up at 9.00 because she couldn't connect

So i want to limite her to 256kbps, i have an 640kbps broadband connection, i use the Lan, so i want to limit the wireless...
